In the first year the project will be undertaken in Karra block as mentioned in the table above. Further, the CFT will aim to cover 600-800 households (included in Village Development Plan) in 8-10 villages in three Panchayats (will take altogether 3 CFT) in each selected block in the first year. As the size of village and Panchayats might vary in different districts, the CFT will treat 600-800 households (included in Village Development Plan) as the basic coverage objective. It is also expected that 600 households will participate in unskilled labour activities in the project. It is expected that one CFT will eventually saturate 1/3rd of the block in three years, as given in annexure 1. Based on the learning and experience of the first year, the stakeholders will collectively explore the possibilities to scale-up the project to include other blocks in the second and third year, as given in annexure 1.

3.4 Role and Responsibility of Stakeholders
3.4.i Role of Partner: Karra Society for Rural Action (KSRA)

Component Sub-Component Role of KSRA
Preparatory Groundwork Establishing CFTs Identify, train, place and operate the Cluster Facilitation Team which will be primarily nested at the Partner’s office (Block-level) in the first year. The CFTs would facilitate the MGNREGA functionaries and the community in addressing gaps in MNREGA and thereby result in creation of sustainable livelihoods.
Preliminary Studies Conduct baseline survey of the hamlets, and assess the condition of MGNREGS in each Gram Panchayat (Institutions, Infrastructure, Practices)
Community Mobilisation and Demand Generation Concept Seeding Organize workshop with PRI, CBO and Bureaucracy on the modalities of the CFT initiative & Presentation of Scoping Studies.
Demand Generation Support the CBO to facilitate application for job cards and opening of bank accounts.
Support the GP in organizing Rozgar Divas and facilitate application for work.
Planning Participatory Planning
  1. Village/ Hamlet level planning: Facilitate the participation of the CBOs (in collaboration with the BMMU wherever it exists) in the planning process to identify works from the approved list (as per Schedule I of the Act) that could help them in their livelihoods.
  2. Community Assets: Help the CBOs in preparing perspective plans for the development of community livelihoods based on fundamentals of watershed planning and natural resource management.
  3. Individual assets: Help the SHGs to identify individual assets focusing on improving the land, water and trees.
  4. Facilitating the SHG tier (VOs) in collation of these works and present to the Gram Sabha for approval.
Implementation Plan Sanctioning Provide INRM training to JEs and TAs/Barefoot Engineers to help them prepare technical estimates.
Planning the work implementation Facilitate the CBO to organize the meeting and select the mate.
Measurement and MIS 1. Facilitate the streamlining of the measurement and implementation process by introducing daily measurement book and other formats, as and when required.
2. Facilitate the CBOs to monitor the mate and to ensure that filled-up e-muster rolls and daily measurement books are submitted to the GP/Block within two days of end of work-week.
Monitoring and Supervision Reporting Support the GP and Block Administration in setting up the GP-level and Block-level monitoring mechanisms.
Capacity Building Capacity Building Organise trainings and workshops, and exposures across the target Panchayats, as per the project proposal, and ensure capacity building of all stakeholders such as SHG members, mates, frontline functionaries of MGNREGA, PRI representatives etc. especially at the GP level.

3.4 ii. Role of Block Administration

Ensure that the block administration accepts the work applications, and issues dated receipts.
Planning Participatory Planning
  1. Ensure the support of the BPO, JE and Rozgar Sewak in the participatory planning exercise.
  2. Ensure that the village plans, approved by the GS and GP, are given expeditious administrative and technical sanctions, in any case, not later than 30 days from the date of convening of the GS
  3. Ensure that the village annual plan is sanctioned at one go, under one Work Order to commence MGNREGS Work in hamlets from December 2014 onwards.
Implementation Plan Sanctioning Ensure that the JE/TA prepares the technical estimate timely as per the norms of the Act, and as per the local requirements so as to commence the work from December 2014 onwards.
Planning the work implementation – Work Initiation Meeting
  1. Ensure the support of the BPO and frontline functionaries in the initiation meeting.
  2. Also, ensure the proactive-disclosure of the
  3. estimate and SoR by the Rozgar Sewak/JE during the initiation meeting.
  4. Ensure that worksite facilities (drinking water, crèche, first aid, information board etc) are made available from the first day of work initiation.
Measurement and MIS
  1. Ensure that e-muster rolls are issued on the first day of the work.
  2. Ensure that the works are opened as per the sanctioned village plan, and demand of the workers.
Support the CFT and mates in streamlining the measurement and implementation processes in the project Panchayats, through daily measurement book and other probable formats.
Ensure that the Rozgar Sewak collects the filled-in muster roll and daily measurement book from the mates within two days after end of work-week.
Ensure that the JE/TA verifies the measurement and updates the MB regularly at the end of the work-week.
Payment of wages Ensure that timely entry of muster roll and other data in the MIS, to make sure that the payment is done within 15 days of work-week.
Ensure that payment of wages is done within 15 days of work-week.
Monitoring and Supervision Reporting Ensure that block-level monitoring mechanism is in place, and stakeholder meetings are held as per mutually-agreed schedule.
Social Audit Ensure regular social audits with active participation of CBOs and PRIs, as per the norms of the Act. Ensure pro-active disclosure of information related to works.

3.4 iii. Role of District Administration

Implementation Payment of Wages
  1. Ensure that all selected Panchayats/ Blocks have adequate MGNREGS staff for implementation of CFT project.
  2. Ensure that payment system (eFMS) is in place, and Banks and Post Offices help in timely payment of wages before the commencement of work in hamlets (i, e. before December 2014).
  3. Ensure that payment of wages is done within 15 days of work-week.
Monitoring and Supervision Reporting Ensure that district-level monitoring mechanism is in place, and stakeholder meetings are held as per schedule.
Social Audit Ensure regular social audits as per the norms of the Act.
Capacity Building/Support Capacity Building/Support Issue suitable instructions and hold meeting/workshop to acknowledge the role of CSOs, PRI bodies and CBOs like SHG, VO etc in MGNREGS planning, implementation and monitoring.
